Introduction

Professor Anton Ming-Zhi Gao received a master’s degree (MA) from National Taiwan University, where he wrote a thesis on electricity liberalisation in Germany, France and the United Kingdom; California and Pennsylvania in the United States; and Taiwan. In July 2005, He received another master’s degree in energy and environmental law (LLM) from the Institute of Environmental and Energy Law of K.U. Leuven, Belgium. In October 2005 he began a Ph.D. program at K.U. Leuven, and received his Ph.D. in Law in December 2009. He currently teaches several courses, including energy law and policy and European environmental law.

His main research focus concerns energy and environmental law, including their interactions. In recent years, he has published several articles and made several presentations on international and comparative renewable energy law, construction and demolition waste, energy liberalisation and energy security, the European Directive on Strategic Environmental Assessment, and the European Gas Directive. 

Professor Gao is the Taiwanese scholar with the greatest number of articles published in international energy and environmental law journals. Over the past number of years, he has been very active in international publications concerning investigations into the legal issues of international, European, Asian, and Taiwanese energy laws. He wishes to help ‘internationalise’ Taiwanese legal research. The following records are his achievements as ‘a Taiwanese legal scholar’ in the global academic arena:

  • The law professor with the highest numbers of SCI article publication in Tawain. 
  • The first Taiwanese ‘assistant’ law professor to have his work published in the high-impact-factor journal Renewable Energy & Sustainable Energy Review (SCI: 5-Year Impact Factor: 6.796).
  • The first Taiwanese professor to edit the books on energy law published by the renowned international legal publisher Kluwer. 
  • The first Taiwanese author to write for the Energy and Environmental Law & Policy series (Kluwer).
  • The first Taiwanese “assistant” professor to write for IEL (International Encyclopedia of Laws) (on the topic of energy law in Taiwan).
  • The first Taiwanese professor to write for the important book series on energy law: EU Energy Law and Policy Issues, Volume 4. 
  • The first and only Taiwanese author to write for European Environmental Law Review, European Energy and Environmental Law Review (Kluwer), International Energy Law and Taxation Review (one article), International Energy Law Review (two articles)(Sweet & Maxwell), Competition and Regulation in Network Industries (Intersentia), and Environmental Law Review (Vathek).
  • The first Taiwanese scholar to write for Carbon and Climate Law Review (Lexxion).
  • The second Taiwanese scholar to write for Renewable Energy Law and Policy (Lexxion).
  • The first Taiwanese scholar to write for Soongsil Law Review.
  • The first Taiwan scholar to edit special issue for Carbon and Climate Law Review (Lexxion).
