Introduction

Professor Chien-Te Fan received his J.D. Degree from Puget Sound University. He is a law professor and founding director of the Institute of Law for Science and Technology (ILST) at National Tsing Hua University (NTHU). In the past 20 years, he has been responsible for ILST affairs more than 14 years. The Institute, which is the first graduate legal studies institute for science and technology certified by the Ministry of Education in Taiwan, has been included in the QS World University Rankings.

As part of ILST's medium and long-term plans, Professor Fan held a seminar on the spectrum release plan of 3G mobile licenses in the first year which establishes a base for ILST in the field of information and communications technology. In addition to specializing in Fair Trade Law, commercial law and economic regulations, he has played a pioneering role in IP law, biotechnology law, international environment and energy law, research ethics as well as blockchain law and policy. Moreover, he spearheaded many national programs, industry-university cooperative research projects, and the development of technology law in order to raise more public and privacy resources for ILST. Despite his heavy workload, he continued to publish academic papers and joined many transnational programs and academic research activities, including the NIH program in the US, the EU’s Sixth and Seventh Framework Program for Research (FP6, FP7) and Horizon 2020 Projects. In addition, he received NTHU’s Outstanding Teaching Award a number of times.

Professor Fan teaches Seminars on Environmental Law (including practice of projects), Introduction to Biotechnology Law, Law for Science and Technology (EMBA), Fair Trade Law, Seminars on Energy & Natural Resources Law, Internet and Law, Medical Law and Research Ethics, etc. He also obtained a license from Switzerland’s TRREE on-line training website for one of the ethics research courses recognized by the Research Ethics Office of NTHU.

Aside from teaching courses at ILST, Professor Fan established the university’s Bioethics & Law Center, Research Ethics Office, Blockchain Law and Policy Center and currently serves as director. Professor Fan has consistently dedicated most of his academic life in the field of genomic medicine, energy technology and sustainability, research and ethics, blockchain law and policy. In the international arena, he has constantly supported the country by participating in international trade, fishery management, environmental protection and other organizations. For example, he continues to implement the Environment Protection Agency (EPA) projects, focused on the research of political, legal and economic development of the United Nations Framework Convention on Climate Change (UNFCCC), which has become an important aspect of the legal profession.
