Introduction

Introduction

Professor Chung-Lin Chen is a Professor of Law at National Tsing Hua University (NTHU) and was the Director of the Institute of Law for Science and Technology at NTHU (2019-2022). He earned his S.J.D. and M.L.I degrees from the University of Wisconsin-Madison and LL.M. (Public Law) and LL.B. degrees from National Taiwan University. He was a visiting scholar at the Centre for Asian Legal Studies, University of British Columbia (2011), a visiting scholar at the Institutum Iurisprudentiae, Academia Sinica (2018), and a member of the IRB on Humanities & Social Science Research, Academia Sinica (2014-2019). He passed both the Taiwan Judge/Prosecutor Exam and the Taiwan Bar Exam and practiced law briefly before pursuing his studies in the United States.

Professor Chen’s academic scholarship is focused on constitutional law, biomedical law, and environmental law. He has written extensively about various topics including freedom of expression, takings, human research regulation, environmental impact assessment, and land conservation. His articles appear on not only Taiwan’s major law journals but also important international journals such as Journal of Law and the Biosciences (Assessing Potential Legal Responses to Medical Ghostwriting: Effectiveness and Constitutionality, 2018), Columbia Science and Technology Law Review (Constitutional Analysis of Research Ethics Review Laws: The United States and Beyond, 2015), and Natural Resources Journal (Institutional Roles of Political Processes, Expert Governance, and Judicial Review in Environmental Impact Assessment: A Theoretical Framework and a Case Study of Taiwan, 2014). Because of his influential research on constitutional doctrines of takings and commercial speech, he was invited three times by the Constitutional Court to provide his expert opinions. He received the Young Scholar Research Award from NTHU in 2010 and the Outstanding Mentor Award from NTHU College of Technology Management in 2018.

He teaches Administrative Law, Constitutional Law Seminar, Introduction to American Law, Seminar on Legal Regulation of Research, and Approaches to Legal Research Seminar.
